High-Performance Development Standards (HPDS)

The HPDS Pilot Program, beginning Fall 2026, is open to all developers and builders in Waterloo region. A short “statement of interest” process will inform the selection of the cohort to ensure a mix of development types and geographic locations. Pilot participants will follow the HPDS process; however, achievement of performance targets will not be mandatory, and no penalties will apply. The pilot is intended to support exploration, learning, and refinement as high‑performance expectations continue to evolve.

This approach reflects feedback received through four years of community and industry engagement (2021–2025), balancing a shared interest in advancing building performance with the need for flexibility and practical implementation.

More information will be shared ahead of the launch.

Waterloo Region is preparing to be the latest municipality in Ontario, Canada, and North America to integrate the energy transition and climate change into the planning process.
